Physicians and hospital managements have to deal with the new situation facing, among others, the problem that the medical needs of chronically diseased and multi-morbid patients might not be covered sufficiently. Only by means of a continuous discursive process, the implementation of the DRGs to the health care system
can succeed without a loss of qualified care for the patients.
