January 2006 | | | Jochen Vollmann, based on personal experience as a founding member and moderator of the Clinical Ethics Committee of the Erlangen University Hospital as well as a consultant to many German hospitals, discusses in this Praxis Guide structures, tasks, models and steps to implement HEC and clinical ethics consultation. Whereas Research Ethics Committees (IRB’s) are well established institutions in Germany since the 1970ies, Clinical Ethics Committees/Health Care Ethics Committees (HEC’s) represent a new model of implementing clinical ethics in hospitals and nursing homes. These new committees consult on difficult ethical problems regarding the medical treatment and nursing care of a patient. Empirical data and practical experience show a high need of information about HEC as new institutions within the German health care system.
